Linda Garvey

President

Board Member Since 2022

Linda has a long-standing commitment to local schools and community history. While raising three children, she served on the PTA and led an oral history project that culminated in the publication San Carlos Stories. A retired history teacher with 18 years of experience at Carlmont High School, Linda now leverages her extensive local knowledge to support the Foundation’s long-term vision. Her deep roots and professional background offer a unique perspective on the City of Good Living, its past, present and future.

Julie Wynn

Board Member Since 2024

Julie is a social impact leader with over 25 years of experience across corporate and nonprofit sectors. As Board Vice President and Grant Committee Co-Chair for the Community Foundation of San Carlos, she leads transparent, community-centered grantmaking. Previously, she spent two decades at Electronic Arts leading global corporate philanthropy and employee engagement. With a background in board service for the YMCA and Boys and Girls Club, Julie remains dedicated to strengthening San Carlos through collaborative leadership and thoughtful community investment.

Melanie Roth

A Bay Area resident since 2004, Melanie Roth is the co-owner of the local gastropub, The Refuge. With a background in marketing and nearly two decades of running a business downtown, Melanie has a deep love for the San Carlos community. As her youth-sports and school volunteer commitments come to a natural end, she is excited to channel her time and energy into the Foundation. She looks forward to helping the team expand its small business partnerships and using her marketing experience to drive deeper community awareness around local events.  

Randy Rae

Treasurer

Board Member Since 2025

Randy is a committed volunteer who has dedicated years to youth organizations, including various sports leagues. He continues his service through active involvement in his church and deeply values the city’s ability to maintain its small-town atmosphere. This appreciation for the local quality of life inspired him to join the Community Foundation Board, where he ensures San Carlos remains a wonderful home for everyone.

Joy Baker Peacock

Joy is dedicated to building stronger, healthier communities throughout the Bay Area. Her diverse career spans law, higher education, and banking, and she has held leadership roles with organizations such as The Tech Interactive, California Lawyers Association and the Berkely RepertoryTheater and the Junior League. As Client and Community Relations Director of PNC Bank in Northern California, she leads partnerships, sponsorships and community engagement strategies. Joy treasures time with her two daughters, both graduates of Carlmont High School and hiking in the local hills.

Nadya Chuprina

Board Member Since 2025

Nadya brings over a decade of experience in arts policy and management to the Board. She currently serves as the Public Art Program Coordinator for the City of Palo Alto; she sees art as a powerful tool for fostering inclusivity and brings this expertise to support the Foundation’s mission. Although she has lived around the world in Moscow, Montenegro, and London, since 2011 she has made her home in San Carlos where she and her partner are raising their daughter.
